This lecture debunks two prevalent myths during the Global Financial Crisis and the COVID-19 recovery discourse. The first is the idea that governments are powerless against complex policy problems, and the second is that distrust in governments is unavoidable. It will highlight the positive correlation between public trust and satisfaction with democratic institutions, suggesting that greater trust leads to stronger democracies. This form of trust, termed ‘performance legitimacy,’ arises from the public’s evaluation of government effectiveness in delivering fair and appropriate services.

The lecture will argue how authentic commitment to the search for public value and public value management can enable public services as a creative space for building trust between governments and citizens.
