At the College of Public Policy, part of Hamad Bin Khalifa University (HBKU), research is the heart of everything we do. All of our faculty members are actively engaged in major projects, often enlisting students as research assistants. The research that faculty do feeds and enriches their teaching. Our students are writing papers for all their courses, and then have thesis and capstone projects to stretch their research and writing abilities.
Our research is multidisciplinary and comparative in nature, with many projects focusing on global and international policy challenges. At the same time, our mission is to support policy making in Qatar, and help build capacity towards the Qatar Vision 2030.
The objective is to develop a set of simple-to-use tools and decision constructs that can be used by planners, engineers, and investors to examine different alternatives and determine a feasible set of practical solutions for the transition. The study will develop a framework that includes community digital twins and analytic and economic engines to evaluate options and alternatives. The framework will be designed and tested for a small community in Doha, Qatar, and will give a set of well-defined “constructs” common to zero-carbon transition projects worldwide. These constructs will take advantage of options and alternatives on technology, operations, demand management, and more. The constructs will be constrained by social, regulatory, and economic factors programmed into the framework as part of this project.
The CPP-EAA partnership conducts research on educational policies, conducts evaluations of educational interventions, and contributes to evidence-based interventions through detailed analysis.
Social (in)cohesion is listed among the top ten global risks and the fourth most severe risk for the coming decades (WEF, 2022). Social cohesion, and its erosion, has also been raised as an area of interest in the State of Qatar. For example, in Qatar, social cohesion is a focal component in the National Vision 2030 (GSDP, 2008; Second Pillar, on Social Development). Considering the significant role of social cohesion in today’s world, this project aims to address this critical issue.
Sustainability is a key area of interest throughout Education City, and for the State of Qatar more broadly. Sustainability is a key theme in Qatar Foundation’s strategic refresh of 2022-2032. Many faculty in Education City are working on related topics, in their own disciplinary areas and within their own campuses. This project establishes a network that will act an as enabler and facilitator for multidisciplinary research/activities.

This collaboration supports Education Above All with evidence to advance global access to quality and inclusive education. Research includes country studies, thematic studies, and policy assessments. This collaboration supports Education Above All in its work and positions both EAA and CPP as a leader in contributing evidence to transform lives through education.
The aim is to produce strategic insights that contribute to an understanding of the forces and trends shaping the future trajectories of Qatari society across socio-cultural and socio-economic domains.

The International Social Cohesiveness Index falls short of accounting for different contexts and variables. This research cluster, therefore, aims at developing an HBKU Index of an interdisciplinary construct that can fill in the gaps and provide an index of this multifaceted construct that could be used in Qatar and the region.

To address the question of how the Global Citizenship Education (GCED) goals and SDGs can be increasingly absorbed into Qatar’s education system, while assessing current awareness of these goals, in order to build a more robust dynamic community of Qatari students and global citizens. Through data collection, surveys, interviews, focus groups, document analysis, pilot observations with participant groups including students, teachers, administrative and leadership personnel, relevant government personnel, and community groups, this project will identify progress made advancing SDGs in Qatar. The AFTF is a diverse forum with 30 distinguished male and female members who reject armed conflict and represent various ethnicities and political persuasions from inside and outside Afghanistan. It was initiated by Dr. Barakat as the centerpiece of a wider action research project where knowledge gained leads to both policy changes and bridging the divide between stakeholders.
