Program Focuses on Innovation, Effective Investment, and Development Strategies

Hamad Bin Khalifa University’s (HBKU) College of Islamic Studies (CIS) collaborated with the Ministry of Endowments and Islamic Affairs to launch a specialized training program titled "Contemporary Issues in Endowments."
The initiative aims to enhance the expertise of ministry employees by addressing key challenges in waqf management and exploring innovative approaches to investment and sustainability. Delivered by Ibrahim Elbayomi Elbayomi Ghanem, Visiting Professor, CIS, the four-month program consists of weekly sessions attended by 21 employees from various ministry departments. Key topics covered include legal and administrative challenges in waqf management, investment mechanisms in changing economic landscapes, digital transformation in endowment administration, and best practices in governance and transparency.
Commenting on the program, Dr. Recep Şentürk, Dean, CIS, highlighted the importance of this collaboration: “This training program is part of our ongoing efforts with the General Directorate of Endowments to develop expertise in waqf investment and Islamic finance, particularly in response to the challenges of digital transformation.”
Dr. Şentürk emphasized that the program integrates technological advancements and digital tools to ensure the long-term sustainability of waqf investments. "We can enhance productivity and professional growth by equipping employees with modern skills and knowledge. Through tailored training sessions and workshops, participants will gain exposure to best practices that encourage critical thinking and innovation.”
Dr. Khalid Abdullah Al Awn, Head of the Endowment Studies Centre, General Administration of Awqaf, described the program as “a milestone in strengthening specialized knowledge among waqf sector employees.” He further noted: “By equipping professionals with the necessary tools to navigate rapid developments in the field, we aim to maximize the benefits of waqf assets and foster sustainable, innovative management practices.”
The initiative aligns with the broader mission of the Ministry’s Waqf Studies Center to advance research and knowledge in the sector. In addition to this training, the center publishes the Contemporary Waqf Studies Series and hosts specialized seminars. It also produces Al-Waqf Journal, a peer-reviewed publication that explores emerging trends and challenges in endowment management.
Additionally, the General Directorate of Endowments and CIS designated 43 scholarships for the 2023/2024 academic year, supporting Qatari and resident students in postgraduate studies across disciplines such as Islamic sciences and finance.
