Oxford University Press Publishes CPP Professor’s Policy Book
Oxford University Press has published “Who Matters at the World Bank: Bureaucrats, Policy Change, and Public Sector Governance”, a new book authored by Dr. Kim Moloney, Assistant Professor at the College of Public Policy (CPP).
This book explains 32 years of policy change within the Bank’s most prescribed sector of work: public sector management and public sector governance. As the world’s most important global actor in creating, defining, and implementing public sector reforms, Dr. Moloney uncovers when and where the World Bank’s employees had the greatest influence over policy change and when and where its key member-states had influence. She uses concepts and ideas from the discipline of public administration to go “inside” the Bank, to learn where policy power resides, and how policy shifts are made.
Dr. Moloney not only draws upon two disciplines which infrequently interact (international relations and public administration) but also upon economic history, political economy, and international development. It is a multidisciplinary book with implications for how scholars and practitioners understand how policy change occurs, who influences change, and the outputs of such change within international organizations like the World Bank. In a reflection of her multidisciplinary focus, Oxford University Press has listed Dr. Moloney’s book as part of its discipline-specific book lists: public administration, international relations, political economy, and the discipline of financial institutions and services.
