Participants in International Law in Times of Armed Conflict

Hamad Bin Khalifa University’s (HBKU) College of Law hosted a public conversation with two distinguished figures in the field of conflict studies on topics pertaining to international law in times of armed conflicts.

Discussions particularly focused on the obligations of non-state actors under international law and the role of states and inter-state organizations during armed conflicts and their implications on the current situations in Gaza and Sudan. Key insights were provided by Mona Rishmawi, a member of the United Nations’ Independent International Fact-Finding Mission on Sudan, and Head of Office for the UN Special Envoy for Syria (2022-2023), and Andrew Clapham, Professor of International Law, Graduate Institute of International and Development Studies, Geneva. The College of Law’s Dr. Susan L. Karamanian, Dean, and Dr. Ka Lok Yip, Assistant Professor, also contributed to proceedings.

Commenting on the event, Dean Karamanian said: “It was a privilege to host such esteemed experts for a conversation centered around two regional conflicts with global consequences. Ms. Rishmawi and Professor Clapham brought perspectives that benefited our community tremendously, as their insights were based on both an exceptional theoretical understanding of international law as well as unique knowledge about its practical application in the most sensitive of environments. We look forward to attracting guests of a similar caliber to discuss contemporary legal issues of profound relevance to Qatar, the region and beyond in the future.”
